Contra Costa County Fire Protection District appoints new chief

MARTINEZ -- County supervisors have appointed Roseville Fire Department assistant chief of operations Jeff Carman as the new fire chief of the Contra Costa County Fire Protection District.
The supervisors, who also act as the fire district board, officially appointed Carman Sept. 17. He starts his new job Oct. 21.
Carman replaces fire Chief Daryl Louder, who announced his resignation in April. Louder's last day with the district is Oct. 31.
Supervisors selected Carman in August from an initial pool of 42 applicants.
Carman's monthly starting salary is $15,527.14. In October, county Human Resources Director Ted Cwiek will ask the board to approve reallocating the fire chief's salary to a higher step; Carman's base salary will be $195,641.88 annually. That salary is 5 percent higher than the retiring chief's, according to County Administrator David Twa. The county, he said, increased the chief's salary range to make the recruitment pool "as broad as possible."
The nine-day overlap between the two chiefs will cost $6,500, which will come from the fire district's operating budget.
Carman will also start his new position with a vacation credit of 80 hours and a relocation reimbursement of up to $10,000. Twa told supervisors the new chief will be entitled to accrued vacation of 23.3 hours a month, which is what Carman receives in his current position.
"Traditionally, when we've brought department heads in, we've brought them in at the same level of benefits that they are receiving from their position," Twa said.
As a county employee, Carman's retirement benefits will be managed by the Contra Costa County Employees' Retirement Association.
Because Carman was previously a member of the California Public Employees' Retirement System, he's not subject to new state pension reforms. Additionally, when he retires, Carman will receive retirement benefits from both agencies.
After approving his appointment, the board welcomed their new chief.
"We are looking forward to working together, and resolution to a number of issues we face here in the fire district," said Supervisor Federal Glover.
Carman was not in attendance at that meeting.

WASHINGTON, September 18, 2013 – There was a Newport, Rhode Island police report summarizing an early morning complaint in August by Washington Navy Yard shooter Aaron Alexis.  
Alexis complained that an individual he had an altercation with in an airport had “sent 3 people to follow him and keep him awake by talking to him…using ‘some sort of microwave device.’”


Was this a first red flag leading to an alarming portrait of a defense contractor suffering from mental illness?  Or fact?
What caused Alexis to voice this complaint on August 7, 2013, 42 says prior to embarking on a shooting rampage at the Navy Yard, leaving 13 workers dead and more questions than answers? 

Law enforcement officials close to the investigation have reported to the press that the stock of Alexis’ shotgun had been carved with “Better off this way” and “My ELF weapon.”

(09-12) 19:29 PDT CLAYTON -- A divorce attorney linked to the private investigator at the center of Contra Costa County's "dirty DUI" scandal is expected to plead guilty later this month to charges that she hired him to plant listening devices inside the car of a client's ex-husband.
Mary Nolan, 61, was indicted by a grand jury last year on four counts of tax evasion and allegedly paying former private investigatorChristopher Butler to bug cars on her behalf. Court records show she is scheduled to enter a guilty plea Sept. 27.
Nolan's attorneys did not respond to a phone call for comment.
The divorce attorney's name first surfaced in 2010 after two men told The Chronicle that Nolan had used their drunken-driving arrests against them during divorce and custody battles.
Nolan represented both men's ex-wives in family law court.
The men, David Dutcher of Concord and Declan Woods of Clayton, later filed lawsuits alleging Nolan had worked with Butler to ensure their arrests to "dirty" them up before court proceedings.
Butler has admitted to conceiving the so-called "dirty DUI," which he also called a "designed coincidence." For Dutcher and Woods, Butler hired female "decoys" to approach the men, drink with them at a bar and then ask the men to follow them in their car to another destination. Then, Butler would call 911 or a police officer to report a drunken driver.
Brian Gearinger, an attorney who represents Dutcher, said Nolan's change of plea and sentencing will allow the lawsuits by Dutcher and Woods to move forward.
"We trust the interest of justice will be served by her plea and subsequent sentencing," Gearinger said.
Butler, who was sentenced to eight years in prison last year, testified in a separate criminal trial last month that Nolan had hired him to conduct Woods' DUI arrest.
Under oath, the private eye also admitted to planting eavesdropping devices inside "hundreds" of cars for clients.
Nolan was never charged in connection with the drunken-driving scandal.
According to the State Bar of California website, Nolan voluntarily deactivated her bar license Sept. 1. Court records also show she is selling her Oakland home to help pay a portion of the $1.8 million in taxes the IRS claims she failed to report.
Nolan's charges call for a sentence of up to 15 years in prison and $750,000 in fines.

SAN RAMON, Calif. —

An early morning one-alarm fire Friday damaged a San Ramon Starbucks and filled a neighboring bank full of smoke, authorities said.
The blaze was reported at 4:07 a.m. at the Starbucks located at 3110 Crow Canyon Place.
Firefighters arrived, saw flames on the exterior walls of the coffee shop and were able to extinguish the fire at 5:14 a.m., San Ramon Valley Fire Protection District spokeswoman Kim French said.
The Starbucks sustained damage that will keep it closed today, she said.
Two adjacent businesses, a cheesecake shop and a Comerica Bank, sustained smoke damage but crews hope to have the businesses open today, French said.
No one was injured in the fire. The cause of the fire remains under investigation, she said.

Since the letter more has happened.  As you know Anothony Banta Jr once worked at the same Duncan/Main Starbucks he graduated from Paradise  High School Paradise CA. 
 
Last week there was an arson murder in Paradise - the victim list per a reporter with direct information from the Unders Sherrif told me it was two males in the trunk and one Adult Female in the back seat.

Why the concern?  That's where Anthony Banta Jr. Graduated from and what I know about the interaction between Butte and Contra Costa County (200 miles) concerns me when they have back to back fires where soemthing explodes buring three in one car and one in a mobile home to death.

This was 2 milles from your store - not saying its connected but we have many fires surfacing around the county - they simply haven't assigned enough resources to the investigation.  
 
The San Jose incident smacks of my existing allegations well documented with the FBI 
 
Just pay me for the lost guitar and my emotional stress and fire the fucker as fast as you can - another patron lost their Ipad the day before my guitar was stolen.
